Türkiye bars social media for under-15s and rules out personalized ads for 15 to 17 year olds

The regulation on child-specific, segregated services by social network providers and on age verification was printed in Türkiye's Official Gazette issue 33396, dated October 10, 2026, and takes effect on November 1. Anadolu Ajansı reports that providers may not offer their service to children who have not yet turned 15, and will check a user's age at sign-up with an age verification token obtained via the e-Devlet gateway. Existing accounts must have their ages verified by March 31, 2027. Accounts of 15 to 17 year olds will be private by default, with no live streaming and no personalized ads. Euronews Türkçe reports that their personal data may not feed profiling or personalized commercial advertising.

Google Ads raises the video engagement threshold from 5 to 10 seconds

Google Ads' help article on engagements reporting now says in-stream and video app promotion ads need a viewer to stay for 10 seconds or more, to watch the whole ad when it is under 10 seconds, or to click it. In the Wayback Machine snapshot from March 15, 2026, the general line for video ads accepted 5 seconds or more of viewing. PPC News Feed covered the change on October 10, 2026 and credited Hana Kobzová with spotting it. PPC News Feed warns that engagement totals could fall when advertisers compare periods measured under the new rules, so engagement rate and Avg. CPE may not be directly comparable across the point where the definition changed.

Anthropic bans using Claude to build fake source networks

On October 8, 2026 Anthropic announced the 2026 edition of its usage policy, which applies from November 12, 2026. Guidance on deception that used to sit in the elections, fraud, privacy and disinformation sections now lives in a new section on deceptive campaigns and artificial activity.
